A few things to know.
Rule restructuring is off by default. This is not a complete CSS standards validator; original parser details may be in English. Comments beginning with ! are preserved by default; retain any legally required notices. Test the result in the browsers and application where it will run. Limit: 1 million characters.

Does this remove all comments?
By default, important comments beginning with ! remain. Remove them only when you have checked any attribution requirements.
Why is restructuring optional?
Restructuring can combine and reorganize rules. The conservative default avoids that step, and you can enable it after checking your stylesheet.
