A few things to know.
Text input only, up to 1 million characters. Decoding accepts optional padding and ASCII whitespace, rejects invalid padding bits, and requires valid UTF-8. URL-safe encoding omits padding. Base64 is an encoding, not encryption.

Does this support emoji and non-English text?
Yes. Encoding first converts your text to UTF-8 bytes, so supported Unicode text round-trips, including emoji and combining characters.
Can I decode a binary file?
This tool decodes UTF-8 text. Arbitrary binary bytes return a clear error instead of a damaged text result.
Is Base64 private?
The conversion runs on your device, but Base64 itself does not protect secrets. Anyone with the encoded string can decode it.
